Licences for sound broadcasting must be certified by an Approved Radio Engineer. There is a list on the RSM website of Approved Radio Engineers who work on spectrum broadcasting licences, which we have recently refreshed including: A Sathyendran, Tony Brown, Stephen Fogerty and Xin Tang.
