Public Consultation on the 2300 MHz and 2600 MHz Management Rights Review

Radio Spectrum Management has commenced public consultation on the future use and allocation of the 2300 MHz and 2600 MHz spectrum bands.

Radio Spectrum Management has commenced public consultation on the future use and allocation of the 2300 MHz and 2600 MHz spectrum bands. Existing Management Rights for radio frequencies between 2300 – 2395 MHz and 2500 – 2690 MHz expire in 2030 and 2028 respectively. These frequencies are currently used for mobile cellular services (4G and 5G) and regional wireless services (such as regional broadband).

Before new rights are allocated, we want to understand the current and future uses of these frequencies and the industries’ views on the approach to allocation of new management rights.

As part of the consultation process, we have published a discussion document which outlines options for band configurations, allocation approaches, spectrum caps, and the future of non-national rights. It also seeks feedback on the term of future Management Rights and alignment of expiry dates across mid-band spectrum.

Feedback from the consultation will inform the review underway and Ministerial decisions on future allocations.

Submissions close at 5pm on 23 January 2026. Submissions can be emailed to Radio.Spectrum@mbie.govt.nz with the subject line: “2300 MHz and 2600 MHz rights review”.

More information and the discussion document are on the consultation page:
