Price setting formulae

A series of formulae were developed for Radio Spectrum Management by Covec Ltd which allow for various price points from initial allocations to be used to determine prices for future allocation offers.

Implementation projects

Management rights at 2.3 GHz

The management rights at 2.3 GHz had no significant use and no offer for renewal was made. Rather the spectrum was incorporated in a wider project to plan and allocate spectrum at 2.5 GHz. The spectrum in both the 2.3 GHz band and the 2.5 GHz bands was allocated in 2008.


UHF management rights used for Television

The management rights used for UHF TV services expired in 2010 and further rights were created in the name of the Crown. Spectrum licences in these bands also expired and new licences for analogue services were offered to rightholders.

 

Management rights and licences used for AM and FM sound broadcasting

The management rights used for AM and FM sound broadcasting services expired in 2011 and further rights were created in the name of the Crown. Spectrum licences in these bands also expired and new licences were offered to rightholders (Offer 2). These offers incorporated some revised frequencies and technical parameters to improve spectrum utilisation.

Offer 2 was subsequently withdrawn and was replaced by Offer 4 which had revised pricing terms resulting from altered methodology for assessment of population coverage.

(ARCHIVED) Renewal of 800/900 MHz cellular rights

The Management Rights used for cellular services (800/900 MHz) and owned privately were subject to a renewal offer (Offer 3) in 2009.
