What is the Register of Radio Frequencies?

The Register of Radio Frequencies (the Register) is a public online register of radio licences, spectrum licences and management rights issued by Radio Spectrum Management (RSM) in New Zealand. The Register holds all information of assigned frequency use, including the licence or spectrum right holder details, and the time period for which the licence or spectrum right has been allocated.

The Register is maintained by the Registrar of Radio Frequencies.

The purpose of the Register is to record and offer for viewing all radio licences, spectrum licences and management rights. More specifically the Register can be examined to ascertain whether a particular spectrum record has registration of charges over rights (mortgages) and claims of legal interests in rights (caveats). In addition, the Register provides access to necessary technical information needed for spectrum engineering.

How do I view the Register?

Information available from the Register

Information can be extracted from the Register in the form of individual licences or management rights, lists of licences or management rights or licences within a specified distance from a specified point (area search).

Information may be extracted from the Register in two legal forms:

  • Search Copy - For information purposes. The Registrar may provide a search copy of a specified right or licence by post. Requests should be made by contacting the Registrar.
  • Certified Copy - A certified copy of any record in the Register is conclusive evidence in any court of law as to what it contains. It may be refuted only by a later dated certified copy or by the production of the Register itself.

Exceptions to public information on the Register

Two types of records are withheld from general public access and may not be viewed in the Register except by approved persons:

  • The residential address of natural persons who have asked the Registrar that this information not be published.
  • Any record where the Chief Executive of the Ministry of Business, Innovation and Employment has advised the Registrar that the release of the record could be prejudicial to the security or defence of New Zealand.

Suppressed records may be viewed by the owner of the licence concerned, the Chief Executive for the purpose of ensuring compliance with statutory obligations, or such other persons as are approved in Regulations.
