Overview
A Management Right confers the right to create spectrum licences within a specified range of frequencies that form a discrete block of the radio spectrum.
A Management Right does not itself grant the right to make any transmissions.
All transactions within the Management Rights and Spectrum Licensing regime are processed via various forms prescribed in the Radiocommunications Act 1989. The compulsory wording and format of the various forms are contained in Schedule 7 of the Radiocommunications Regulations 2001.

Definition
Management Rights sit within a defined range of frequencies, dates, times and other specific criteria prescribed by Radio Spectrum Policy and Planning.
All spectrum licences must sit inside a management right within the defined range specified.
Ownership
Management Rights can be owned by two parties:
- The Crown OR,
- Privately owned.
Crown owned management rights
Crown owned management rights broadcast in frequencies (AM, FM and TV) and some other bands RSM allocate.
Radio Spectrum Management issue licences in a Crown management right according to various commercial and social policies.
Private management rights
The private management right holder is free to issue licences within their management right according to their own policies and Instruments must be sent direct to the Registrar.
