Modify, craft, certify all radio licence types (except fixed point to multipoint)
Overview
This process tells approved radio engineers and certifiers how to modify, craft and certify a radio licence. There are two processes to follow:
- create the application to modify the existing licence
- craft and certify the modified licence
Step by step guide
This example used a point to point bi-directional licence type to modify but applies to the following licence types:
- Fixed point to point bi-directional
- Land mobile simplex
- Land mobile repeater
- Maritime
- Aeronautical
Start at Step 4 if you created the application to modify the existing licence, otherwise start at Step 1.
Step 1
Click Logon and enter your User Name and Password
Click Logon
Note
When modifying both licences of a fixed point to point bi-directional system, only one application is required.
Step 2
Choose one of the following options:
- Click My Work and click the application number link in your work queue, and then go to Step 4 OR

- Click Licence Applications from the menu bar and then select Applications Awaiting Processing Go to Step 3

Step 3
A list of licence applications display.
Click on the Application Number hyperlink of the licence application you want to process and go to Step 4.

Step 4
The Licence Application screen opens. Click Licence and then go to Step 5.

Step 5
The Licence Summary screen opens. Choose one of the following options:
- Click Copy Licence to copy an existing licence to modify details that have changed, OR
- Re-enter all licence details by Crafting and Certifying a Licence for the relevant licence type.

This example used Copy Licence.
Step 6
A new window opens the terms and conditions for ARE’s and ARC’s.
Click “I accept” check box and then Continue.

Step 7
The Select Licence screen opens
Enter the licence number you want to copy and then click Search.

Note
The licence number is usually the same one entered on the modify licence application you submitted.
Step 8
The search results return the licence to copy.
Click Select to bring up the Licence Summary screen.

Tip
- To view the licence before modifying click the Licence ID number
Step 9
You can now begin to modify the parameters of the primary licence, such as:
- Spectrum Details - click Search
- Transmit OR Receive Location Details - click the appropriate location name link and go to Step 10.

Modify Transmit Location
Step 10
This example has had the Transmit Location modified from Marsden Point Cell Site to Remuera Exchange. You now need to update the associated licence to reflect this change.

Tip
- The Retain checkbox at the bottom right of the associated licence is ticked by default. This checkbox tells SMART to retain the technical details of the associated licence, regardless of the number of times the primary licence is validated, OR Continue button selected.

Step 11
- Un-tick the associated licence Retain checkbox
- Click Validate Data to validate all the modifications made between the primary and associated licence.

Step 12
A message asks if you want to create associated licences with default parameters you have just modified on the primary licence.

Step 13
The associated licence has been created (see message displayed) with an updated TX Location and a new Licence ID assigned.
- Select the Associated Licence ID link to open the associated licence to amend Polarisation and/or Power dBW (eirp).

Modify polarisation and/or power
Step 14
Click Ref.Freq. (MHz) link.

Note
This example shows that the Receive Location Marsden Point Cellsite has now been modified to be identical to the Transmit Location on the Primary licence.
Step 15
The Maintain Spectrum screen opens.
- To modify Polarisation click the arrow next to the Polarisation field and select a new polarisation, then either click Continue and go to Step 17 OR.
- To modify Power, click the Reference Frequency (MHz) link and go to Step 16.

Modify emission level
Step 16
The Maintain Reference Frequency screen opens.
- Enter a new power level for the associated licence.
- Enter a new emission if necessary.
- Click Save and then Continue.

Click Back to close the associated licence window and return to the Primary licence

Step 19
Tick the Retain checkbox once all modifications to the associated licence(s) have been made.
Click Continue to return to Licence Application screen.

If the Retain checkbox is not ticked after you have made your modifications and before continuing you will receive a warning message shown in Step 20

Step 21
Click Enter Decision to certify the modified licence/s.

Step 22
The Enter Application Decision screen opens with the Applicant Decision field defaulted to Certify Application.
Click the arrow next to this field if you want to choose another option otherwise click Save.

Step 23
The Certify Licence screen opens displaying your certificate.
Click Certify.

Step 24
The List Certificates screen opens when there is more than one licence to certify.
Click the Licence ID number of the next modified licence to certify and repeat Step 19 again.

Step 25
When all modified licence have been certified you are returned to the Licence Application screen.
The licence application is now in your clients work queue as Planned and is awaiting the client to pay any pro-rated annual fees before the licences can be granted. When you click exit the application will no longer be in your work queue.
- Click Exit for the client to pay for the licence OR
- Click Confirm to pay the planned licence
