1. GENERAL
1.1 Scope
This specification states the minimum requirements for transmitting and receiving apparatus (base, mobile or hand-held) using common transmit/receive frequencies in the Citizen Radio Service band between 26.320 and 26.780 MHz.
Refer to document RFS48 for information concerning procedures for obtaining Certificates of Compliance (Type Approval and Type Acceptance) and the fees applicable. [The requirements of RFS48 has been replaced by PIB18]
2. MECHANICAL AND ELECTRICAL DESIGN
2.1 Construction
Mechanical and electrical construction shall be sufficiently rigid and weatherproof so that when subjected to normal handling and wear the full technical conditions of this specification are met.
2.2 Controls
Apart from a switch to change the operating channel no external control for the adjustment of transmitter frequency shall be permitted. Operation of any other controls fitted must not affect the transmitter frequency.
3. BASIC OPERATIONAL REQUIREMENTS
3.1 Class of Emission
Voice telephony is permitted using any of the following classes of emission:
A3E Double sideband with full carrier.
H3E Single sideband with full carrier: where the carrier is 0 to 6dB below the peak envelope power (PEP).
R3E Single sideband with reduced carrier: where the carrier is between 6 and 32dB below PEP.
J3E Single sideband with suppressed carrier: where the carrier is at least 32dB below PEP.
Single sideband transmitters shall be capable of transmitting on the upper sideband and transmission on the lower sideband is also permitted.
3.2 Frequencies

Equipment may be designed to operate on any or all of these channels.
3.3 Environment
The equipment shall meet the requirements of clauses 3.4, 3.5 and 3.6 when tested over the range of temperature between 5°C and 30°C with the following supply voltage variations:
- Mains operated equipment:- ± 10%
- Lead-acid battery operated equipment: 1 .8V to 2.3V per cell
- other power sources:- maximum possible operating voltage down to the Battery End Point Voltage.
3.4 Frequency Tolerance
+1.5 kHz of the nominal frequency.
3.5 Unwanted Emissions
The authorised bandwidth of the emission shall be 8 kHz for double sideband and 4 kHz for single sideband.
The mean power of emissions shall under any condition of modulation be attenuated below the mean power of the transmitter in accordance with the following schedule:
The centre of the authorised bandwidth for double sideband is Fc (carrier frequency), for upper sideband is Fc+2 kHz and for lower sideband is Fc-2 kHz.
- For Double Sideband (DSB):
(a) On any frequency removed from the centre of the authorised bandwidth by more than 4 kHz up to and including 8 kHz at least 25 dB.
(b) On any frequency removed from the centre of the authorised bandwidth by more than 8 kHz up to and including 20 kHz at least 35 dB. - For Single Sideband (SSB):
(a) On any frequency removed from the centre of the authorised bandwidth by more than 2 kHz up to and including 6 kHz at least 25 dB.
(b) On any frequency removed from the centre of the authorised bandwidth by more than 6 kHz up to and including 10 kHz at least 35 dB. - On any frequency removed from the centre of the authorised bandwidth by more than 20 kHz for DSB or 10 kHz for SSB up to a frequency of twice the fundamental: at least 53 +10 log10 (mean power in watts) dB.
- On any frequency twice or greater than twice the fundamental frequency: at least 60 dB (mean power in watts).
3.6 Power Output
Double Sideband: The unmodulated r.f. carrier power of the transmitter shall not exceed 4.0 watts
Single sideband: Not to exceed 12.0 watts peak envelope power (PEP) under any condition of modulation or other circumstances.
