Protection of MSS Up-Links in the Band 5.150 to 5.250 GHz
1. Policy
No wireless LAN products shall be granted approval (via declaration of conformity) for use in the band 5.150 - 5.250 GHz.
2. Specific Criteria
The reference to the band 5.150 - 5.250 GHz for RRD purposes will be deleted from RFS 29 and the RRD General Licence will be updated.
The ITU has designated the primary usage of this band to be for non-geosynchronous orbit (NGSO) satellite feeder links in the mobile satellite services (MSS).
RRD use in the band will be reviewed once the ITU has recommended technical parameters for the sharing of MSS up-links with RRD equipment.
The band 5.250 - 5.350 GHz will continue to be available for wireless LAN services under the general licence.
3. General Technical Considerations
A review of the technical conditions under which RRDs may operate within this band will be undertaken once the ITU has completed the necessary studies.
4. General
Interference from the aggregated signal of many wireless LAN products operating concurrently may occur at a level to seriously degrade communications to MSS satellites in NGSO orbits. Not enough information relating to the number and characteristics of wireless LAN products required to reach unacceptable interference is known. The New Zealand administration will submit a paper to the relevant working parties of the ITU outlining the need to study sharing parameters for wireless LAN and MSS up-links.
5. Background
The band 5.150 - 5.250 GHz is employed in Europe and USA for HIPERLAN or Wireless LAN use. Anticipating a similar use for this band in New Zealand, a provision allocating this band for wireless LAN use was included in the RRD GL.
The wireless LAN band, 5.150 - 5.250 GHz, as indicated in RFS 29, has been in existence for at least two years with no product declarations having been made in this time.
This issue of document 99/001 amends the restrictions set out in issue 1 to permit operation under the Radiocommunications (Radio) Regulations (General Licence for Restricted Radiation Radio Apparatus) Notice 1999 of wireless LAN services in the band 5.250 - 5.350 GHz.
