Consultation in the Band 1800 kHz to 1950 kHz where the Amateur Service has co-primary status.

 

1. Policy

Effective immediately, consultation must be completed with the New Zealand Association of Radio Transmitters (NZART) when an application has been made for operation of radio equipment in the band 1800 kHz to 1950 kHz where the Amateur Service has co-primary status.


2. Specific Criteria

    • The Amateur Service has co-primary status with other Services in the band 1800 kHz to 1950 kHz.
    • Consultation with NZART is required prior to licensing for all applications in the relevant bands to reduce the likelihood of mutual interference.
    • Policy approval must be sought before licences may be issued for operation in the band 1800 kHz to 1825 kHz. Licences for operation in this band will not be issued unless there are compelling reasons to do so.

3. General Technical Considerations

Assignments should generally be made in accordance with international registrations held by New Zealand. Current, existing, unused frequency assignments may be suitable. Where it is possible to assign a suitable frequency that is not in the shared band, on a co-primary basis with the Amateur Service, this option will be utilised. All other usual criteria for assignment and licensing shall continue to be met.


4. General

This document is intended to clarify the manner in with the Ministry of Commerce will make assignments in the band 1800 kHz to 1950 kHz where more than one service has co-primary status.


5. Background

Occasionally an assignment is made in the band where the Amateur Service has co-primary status. The manner in which the Amateur Service operates in the band is not always obvious from analysis of the National Frequency Register. This has led to assignments being made on frequencies which are particularly sensitive to the Amateur Service. For example, the band 1800 kHz to 1825 kHz is used for DX operation involving reception of low field strength signals.
