Temporary Licences
1. Policy
Where frequencies are reserved for temporary use, or where any non-reserved frequencies are available, temporary licences may be issued for periods of up to three months with a three month stand down applying afterwards. Extensions to the period of use and/or exemptions to the stand down may be made with the approval of the Minister of Communications.
2. Specific Criteria
A resource rental is charged for all temporary licences except for non-commercial use of reserved frequencies.
Situations not covered by the temporary licence provisions include:
- broadcasting in lieu of 'permanent' broadcasts (i.e. to fill a 'coverage gap' while a long-term solution is found)
- broadcasts where there is an expectation of the licence being extended.
The following table provides the population based charges (all amounts GST inclusive) for the calculation of the resource rental charge.

Part months shall be charged on a daily basis, with daily rates being calculated as per the above charges divided by 30, though a minimum of $18 per day shall be payable for FM and VHF TV licences and a minimum of $10 per day payable for AM and UHF TV licences.
3. Background
The location based charges have been replaced by the population based charges.
These figures have been established using tender price data to closely approximate the location-based charges that have been used in the past. Minimums have been set to ensure at least the administrative costs of collecting resource rentals are covered.
The previous stand-down period of six months has been reduced to three months.
