Temporary Variations to Licences Involving Population Increases
1. Policy
- Variations can be for a maximum of three months only;
- Only one such temporary variation will be permitted for each frequency and site. Subsequent purchasers of the licence will be permitted one temporary variation;
- A resource rental shall be payable on the increased population coverage. This will be calculated as per the table below.
2. Specific Criteria
The following table provides the population based charges (all amounts GST inclusive) for the calculation of the resource rental charge.

Part months shall be charged on a daily basis, with daily rates being calculated as power the above charges divided by 30, though a minimum of $18 per day shall be payable for FM and VHF TV licences and a minimum of $10 per day payable for AM and UHF TV licences.
3. Background
A temporary increase in coverage is often sought to test a new market. To ensure that an unreasonable commercial advantage over competitors is not achieved certain conditions are therefore imposed. As exactly comparable licences are often not available, the change to a population based charge for the resource rental was made.
