Allocation of Limited Term Temporary Licences
1. Policy
A limited term licence is any licence that for technical reasons can be created for a limited period only (i.e. less than the term of management rights under which it is created). Such licences will be tendered wherever practicable, unless the licence meets the "low value licence" criteria or the licence is available for a period of less than a year. Where a tender is not required the licence will be allocated to the first applicant for the licence and a resource rental charged.
2. Specific Criteria
The following table provides the population based charges (all amounts GST inclusive) for the calculation of the resource rental charge for limited term licences.

Part months shall be charged on a daily basis, with daily rates being calculated as per the above charges divided by 30, though a minimum of $18 per day shall be payable for FM and VHF TV licences and a minimum of $10 per day payable for AM and UHF TV licences.
3. Background
These figures have been established using tender price data to closely approximate the location based charges that have been used in the past, although the calculation is now made on the basis of population coverage as this is a more accurate indicator of value. Minimums have been set to ensure at least the administrative costs of collecting resource rentals are covered.
