PIB 37 - Linking for television outside broadcast

1. Purpose

This public information brochure details those licensees that co-ordinate use prior to operating a link in support of Television Outside Broadcast (TVOB) in the OX, and V-bands.


2. Introduction

The purpose of the TVOB service is to provide for linking for the purposes of transmission of Outside Broadcasting of Television material. It is intended for event specific operations that may occur for limited periods anywhere in New Zealand. It is not for permanent fixed linking purposes.


3. Licensing

3.1 Applications

Applications for this service are to be made on form Radio 2 through any Radio Spectrum Management Office.

Applicants must complete the Agreement to Co-ordinate & Consent to Disclose form, included as Annex 2 (120KB pdf), and attach it to the Radio 2 application form. This action is the agreement by which the applicant commits to undertake co-ordination with all other notified parties and to the inclusion of their contact details in the list of contacts for co-ordination, as in Annex 1 of this brochure.

As the Ministry undertakes no frequency co-ordination, the application fee is waived.


3.2 Technical

Television Outside Broadcast licences will be issued in accordance with the channel plans prescribed in PIB 22.

Licences are currently issued for All New Zealand use and available for each channel in a band.

The bands available are:

  • OX band 2700 - 2900 MHz 10 or 28 MHz channelling
  • V Band 7110.5 - 7180.5 MHz and 7271.5 - 7341.5 MHz 28 MHz channelling


3.3 Conditions of Service

3.3.1 Terms for OX and V Bands

The applicant is required to advise their contact details, and the number of apparatus to be licensed, at the time of application. Further sets may be licensed as required by notification to RSMG.

Applications will be accepted for this service only where the use is clearly identified as links for temporary television outside broadcasting purposes.

The links shall be of a transportable nature, as opposed to conventional fixed links, i.e. only intended for the purpose of covering specific short term events.


3.3.2 Terms for OX Band

As any Fixed Service operations in the OX Band are under the provisions of §4.4 of the International Radio Regulations, no relief from interference caused by legitimate transmissions originating from outside the jurisdiction of New Zealand can be granted. TVOB operators need to be aware that the band is allocated to the Aeronautical Radionavigation service on a primary basis, and the Radiolocation service on a secondary basis. Interference to legitimate users of this band operating outside the jurisdiction of New Zealand will not be tolerated and any transmission causing interference will be required to cease operation.


3.3.3 Co-ordination

The following organisations are licensed to use the following bands, and must be contacted to co-ordinate use before activating any TVOB services in the relevant bands.
