Allocation Objectives

6. Cabinet has approved the following objectives to guide allocation of the Crown-managed 3.5GHz spectrum:

1. Licences are to be available on a commercial basis, primarily for the purpose of providing fixed wireless access services;
2. Licences are to be available initially to parties interested in providing services in specific areas, who may not have had incentives or resources to acquire nationwide rights;
3. Terms of access must not unreasonably undercut networks of companies purchasing spectrum at auction, but must be sufficiently workable to promote take-up and competition; and
4. Licences are to be available for Project PROBE build requirements.
