7.4 Options for implementation

123. The Ministry has developed several options for implementing MSPs, for discussion purposes. The Ministry seeks comment on these options from interested stakeholders. 

124. Depending on the outcome of this consultation, it may be possible to utilise differing options for the separate MSPs in the 2.3 GHz and 2.5 GHz bands.

The options are specified generally. After considering submissions, the Ministry expects to identify the preferred approach or approaches. This is expected to be announced at the same time as announcements on design for the auction. However, further work on design details and rules relating to the preferred option or options for MSPs will be required. A further round of consultation is likely in 2008, with implementation at the end of 2008 at the earliest. (This timetable does not affect the timetable for the auction.)
