3.3 Pro-competition measures, notably acquisition limits
- Cabinet decisions are clear that an objective of lot design is to ensure that all parties likely to be interested in acquiring spectrum in the 2.3 and 2.5 GHz bands have a reasonable chance of acquiring spectrum at auction and at a reasonable cost.
- Accordingly Cabinet has set a limit of around 35 MHz (including guardbands) per unassociated bidder, to allow up to six nationwide service providers.
- The duration of acquisition limits and ‘use or lose’ provisions does not affect auction lot design and accordingly is discussed later.
