(1) 6 years before expiry: Case-by-case review to determine whether a right will be offered and, if an offer is to be made, to identify Covec input values.

if yes, then go to (2)

if no, then alternative process

(2) 5 years before expiry: Crown offers new right to existing rightholder. The offer is open for a period of six months and all terms and conditions of the offer will be specified.

Acceptance?

if yes, then go to (3)

If no, then Rights auctioned, then go to (3)

(3) A contract exists between the Crown and the purchaser for the creation of a new radio spectrum right, with a deadline for settlement at 6 months before expiry.

If no, then Rights auctioned, then go to (4)

(4) Right registered in name of purchaser
