46. It is proposed that the confirmed policy for the reallocation of commercial spectrum rights at expiry be announced by the Minister of Communications as soon as possible, in order to provide rightholders with the certainty they require to make effective planning and investment decisions. It is also proposed that the Minister of Communications be authorised to release this paper. Thereafter, existing rightholders will be consulted on the development of the proposed formulae.
