Radio spectrum: Expiry of rights implementation and offers

This paper seeks agreement to a process for implementing agreed policy on expiry of commercial radio spectrum rights. It then applies the process to spectrum rights used for UHF television and spectrum rights in the 2.3GHz spectrum band.
