  1. The Treasury, Ministry for Culture and Heritage and Te Puni Kōkiri were consulted in the development of this paper and concur with its contents. The Covec and PwC reports were released for public consultation, as will be the NZIER report, joint Covec-NZIER report and the attached discussion document.
