Nationwide licences

Management rights are nationwide, meaning that each management right would have the same population coverage. Applying the averaging methodology would therefore result in a simple average. However, some rights may have different bandwidths, which would need to be taken into account.

Some spectrum rights in the bands used for UHFTV rights are allocated in packages that provide approximately 70% population coverage. By definition, if the renewed licences have the same coverage areas as each other, these licences will have the same population coverages at any given time. Therefore, the averaging calculation will effectively be a simple average, rather than a population-weighted average.
