Summary:
There is a problem with 900 spectrum, Vodafone are prohibiting entry with an ownership monopoly in the 900. It is inhibiting network development in New Zealand. 900 should be able to be temporarily leased on a wholesale basis to the new entrant until it comes up for renewal in 2010.
