3. Spectrum requirements for a new entrant
- Telecom’s view is that in order for a new entrant (or existing players) to compete effectively for high bandwidth services, they would require access to 20MHz of spectrum within a band.
- We note that a new entrant network operator has other options available to it, including:
- Negotiating a wholesale re-sale agreement with an existing network operator (e.g. the BT approach). In which case, no radio network is needed; or
- Establishing a network in a companion band (e.g. 2.1GHz) and negotiate roaming access to an exist network (e.g. Hutchison approach).
