There are five mobile operators in the Netherlands: KPN, Orange Nederland, T-Mobile, Telfort (now owned by KPN) and Vodafone. All operators, with the exception of T-Mobile, hold licences for spectrum in the 800/900 MHz bands (Exhibit A.17).

KPN KPN operates two 2.5G GSM networks (one being the Telfort network acquired in October 2005) and a 3G UMTS network. A combined upgrade and integration of the 3G network and the Telfort network with HSDPA was announced in February 2006, with the upgrade of the KPN UMTS coverage area expected to be completed by the end of the year39.
