1. Purpose

This discussion document reviews the efficiency of spectrum allocations in the 806-960 MHz band, principally for non-cellular applications, and considers options for replanning these allocations to achieve greater efficiency.

The Ministry seeks the opinions of interested parties, particularly broadcasters, land mobile radio users and vendors, short range device users and vendors, and mobile network operators, on the analysis and options presented.

The Ministry may initiate further consultation on specific proposals after reviewing submissions to this document.
