*These documents have replaced earlier versions published on 2 February 2010; more information has been released in these versions. Some portions of the papers have been withheld under the Official Information Act, on the grounds that:
- The withholding of the information is necessary to maintain legal professional privilege (section 9(2)(h)).
- The withholding of the information is necessary to enable a Minister of the Crown or any department or organisation holding the information to carry on, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations) (section 9(2)(j)).
- The withholding of the information is necessary to protect information which is subject to an obligation of confidence, where the making available of the information would be likely to prejudice the supply of similar information, or information from the same source, and it is in the public interest that such information should continue to be supplied (section 9(2)(ba)(i) of the Act).
