Executive Brief
In April 2005, the Ministry of Economic Development issued an Engineering Discussion Paper on Spectrum Allocations for Ultra Wide Band (UWB) Devices. The discussion paper sought the views of industry and other stakeholders on how New Zealand can benefit from the opportunities offered by UWB technology. This paper summarises the submissions received and outlines the proposed next steps to be taken.
1. Purpose
This paper reviews the submissions received on the Engineering Discussion paper issued in April 2005.
2. Background
Devices using UWB technology are under development and some are already available on the international market. The Ministry released an engineering discussion paper in April 2005 to provide interested parties with the opportunity to comment on the options available to the Ministry for a suitable licensing regime, to manage the introduction of these devices.
3. Submissions
In response to the Engineering Discussion Paper on UWB devices the Ministry received 30 submissions. These were provided by diverse interest groups and have helped highlight the major outstanding issues that need to be considered further.
4. Analysis
The Ministry released Engineering Discussion paper on UWB devices raised a range of issues for comment. This section discusses these issues in relation to the submissions and other inputs received.
5. Next Steps
This review undertaken within the context of unfolding international developments on UWB standards and submissions received, has identified a number of issues which require further study before definitive regulatory arrangements can be put in place for UWB applications. It is important that these studies are completed as soon as possible so that the industry can be made aware of their outcomes and the options available for future spectrum management.
