Renewal offers for AM/FM licences
In May 2003 Cabinet agreed on policy for the expiry of commercial radio spectrum rights. Subject to case-by-case assessment, replacement rights will be offered to existing rightholders five years before expiry, at a price calculated using a price-setting formula. If the offer is not accepted, the rights may be auctioned.
Cabinet considered specific policies for offers of renewal of AM/FM sound broadcasting licences in April and June 2005. It agreed, subject to certain conditions, to offer replacement AM/FM licences to current rightholders for a 20 year period from 2 April 2011.
The Ministry developed details of the renewal offers with the objective of issuing these in 2006. Preparation of offers requires three concurrent processes: preparation of offer terms and conditions, engineering assessments and calculation of offer prices.
