The reallocation of commercial spectrum rights at expiry
Renewal of cellular rights
In April 2003, the Government agreed policy for the reallocation of commercial spectrum rights on expiry. Subject to case-by-case assessment, replacement rights will be offered to existing rightholders five years before expiry at a price calculated using a price-setting formula. If the offer is not accepted, the rights will be auctioned. The policy requires a fair market value and fair financial return to the Crown.
AM/FM Renewal
Renewal offers are being developed for AM/FM spectrum licences due to expire in April 2011.

UHV-TV licence renewal project
In December 2004 Cabinet agreed, subject to certain conditions, to offer replacement UHF-TV spectrum licences to current rightholders for a ten-year period from March 2010.
