Proposals for operation of the Managed Spectrum Park at 2.5 GHz band

The Ministry of Economic Development has released a discussion paper for public comment on detailed proposals for the operation of the Managed Spectrum Park (MSP) in the 2.5 GHz radio spectrum band.

In December last year six bidders acquired nation-wide management rights in the Government’s auction of radio spectrum in the 2.3 GHz and 2.5 GHz bands. At the same time 45 MHz was set aside by the Government for a managed spectrum park for local services in the 2.5 GHz band and 25 MHz in the 2.3 GHz band was reserved for Maori.

Managed spectrum parks (MSPs) are intended to allow access to a number of users in a common band of spectrum on a shared and, as far as possible, self-managed basis. Ideally, they encourage efficient use of spectrum, innovation and flexibility and provide for low-cost compliance and administration over time.
