Appendix A: LPFM Issues
Suggested Modification to Existing Conditions
Submissions from 10 respondents made additional suggestions as to how the management of the LPFM band could be improved. These issues are outlined in this appendix and will be considered in any future review of the LPFM GUL.
Suggested Modification to Existing Conditions
- Increased channel spacing was proposed in four submissions due to interference between stations with the current spacing and selectivity problems when tuning to stations. Increasing the spacing to 200 kHz was suggested by three respondents, while one suggested 400 kHz.
- Relaxing the 25 km rule in non-urban centres as it is too onerous for LPFM operators striving to serve several geographically isolated areas.
- Two operators wanted greater restrictions of networking.
- Identification of station should be given three times every hour
- In saturated areas broadcast in mono only.
- Transmitter should be turned off when not broadcasting local programmes, to allow more people access.
Other Changes Requested
- Three suggest a move to a more controlled administration.
- Four submissions suggested that access to the guard band should be restricted, suggestions included local ownership, others excluding owners of high power licences, limitations on ownership of frequencies.
- Two respondents requested that all owners of high power frequencies should not have access to the LPFM band.
- Use of frequencies available only to local community groups
- Move Mai FM or allocate additional frequency to LPFM, Mai FM currently limits spectrum available for LPFM in Auckland.
- More stringent regulation on what equipment can be used.
- Extension of band.
- Annual fee, cover cost of RSM to police frequencies.
- No two LPFM stations to be allowed to transmit within 2 km of each other.
