1. Purpose

In September 2005, the Ministry of Economic Development ("the Ministry") issued a Discussion Paper on frequency availability and allocation in the VHF-FM broadcasting band. The public were invited to comment on proposals to change the technical standards for engineering licences, the allocation of future licenses under the new standards and the allocation of spectrum in the 100-108 MHz band, which has been the subject of a government moratorium on the granting of licences outside the four priority programmes. This paper summarises the submissions received to assist the Ministry in its analysis and the dissemination of information resulting from the submission process.
