5. Next Steps


5.1 Introduction

This review has identified a number of issues which require further study before any moves are made to ease the spectrum congestion for STLs. It is important that these studies are completed as soon as possible so the industry can be made aware of their outcomes and the options available for future spectrum management.


5.2 Steps to Be Taken

As a result of this review the Ministry will be taking the following next steps.

 

5.2.1 Publish Summary of Submissions and Report Back to Minister

This report on the summary of submissions will be made available to all interested organisations to ensure they have access to the issues raised in the review. This report will also form the basis of a report back to the Minister of Broadcasting


5.2.2 Publicise the 400 MHz Policy

Ensure the current policy on 400 MHz STL licences is publicised both internally and to the industry. Radio licence holders, independent consultants, RSM branches and RSM engineering will be made aware of this policy which is included in this report as Appendix C.


5.2.3 Optimise the Use of Current Spectrum Allocations and Installed Equipment.

  1. Review the current 900 MHz licences to determine whether there are any which would be more appropriately assigned in the 400 MHz band. Also to undertake a survey of current licences which are not in use. The Ministry will work with the individual organisations involved if it is desirable to implement any changes to licences as a result of this study.
  2. Undertake a technical/economic study into optimising the use of current spectrum allocations and installed equipment by considering:
  • reviewing and optimising the channel assignments at major transmitter sites,
  • Reducing the maximum radiated power (e.i.r.p.) on short paths to being just sufficient,
  • Implementing alternative antenna types where they improve spectrum utilisation

5.2.4 Provide Protection to STL from Higher Power SRD

Undertake a technical study into the potential interference from higher power (4 Watt e.i.r.p.) SRD into analogue and digital STL receivers. Consider the implications of providing additional band(s) and develop a migration plan possibly based on current licence holders choosing to move at a time of their choice.


5.2.5 Implications of Using New and Alternative Technologies

Undertake a technical/economic study into the implications of encouraging the use of leased lines, digital STL equipment and other delivery methods. Consider the effects on the reliability of the service, signal quality, spectrum utilisation and economic benefits.


Consideration is also to be given on how to share the current spectrum bands between digital STLs with existing analogue STLs operating and the feasibility of providing new spectrum allocations to facilitate the migration to better spectrum utilisation.


5.2.6 Report Back

Report back to the broadcast industry on the outcomes of the studies noted in 2, 3 and 4 above. Develop implementation plans where appropriate and gain industry agreement.
