3. Submissions
In response to the Engineering Discussion Paper on STLs the Ministry received nine submissions. Of these six were from end users in the broadcast industry:
- BCL
- RBA
- Radioworks
- Radionetworks
- Streamcom
- Vern Talbot
One was from an equipment supplier:
- Cobalt Technologies
and two were from other interested parties:
- NZART
- TeamTalk
These submitters are also listed in Appendix A.
In August 2004 the Ministry released an Engineering Discussion Paper on the Spectrum Allocations for Short Range Devices. In this paper comment was invited on the proposal to freeze future licences for STL in the band 915-921 MHz. Subsequent submissions to this paper showed five submissions, which came from those holding STL licences, were against this proposal while three others, who were from outside the broadcast industry, agreed with the proposal. This outcome is taken into account in this paper.
A workshop on STL spectrum allocations was held in Auckland on 21 February 2005 after the discussion paper had been released. Outcomes from this workshop were generally covered in the subsequent written submissions.
