Executive Brief
In December 2004 The Ministry of Economic Development issued an Engineering Discussion Paper on Spectrum Allocations for Studio to Transmitter Links (STL). The discussion paper invited submissions on a range of issues which could contribute to better spectrum utilisation by STLs. This paper summarises the submissions received and identifies the actions to be taken by the Ministry.

This paper reviews the submissions received and outlines the proposed next steps to be taken in this review.
2. Background
A discussion paper was released in December 2004 which provided a background to these issues. The paper also invited submitters to comment on possible methods of improving the utilisation of the spectrum available for STL licences and how the spectrum could possibly be shared with SRD.
3. Submissions
In response to the Engineering Discussion Paper on STLs the Ministry received nine submissions.
5. Next Steps
This review has identified a number of issues which require further study before any moves are made to ease the spectrum congestion for STLs. It is important that these studies are completed as soon as possible so the industry can be made aware of their outcomes and the options available for future spectrum management.
