Spectrum allocations for broadband wireless access
Broadband Wireless Access (BWA) technologies, has the ability to carry a wide range of content in the form of data, music, video and Voice-Over-Internet Protocol. Most of the services available on wired networks can now be accessed via wireless technologies.
The Ministry released a discussion paper on spectrum allocations for Broadband Wireless Access on 5 July 2006 for public comment.
The Ministry received forty-three submissions on the discussion paper. Submissions were received from a range of interest groups, including such interest groups as nationwide commercial operators, regional commercial operators, consultants, international standards organisations, and equipment suppliers. A Summary of Submissions has also been released.
The Ministry completed the analysis of submissions and made recommendations to the Government in October 2006. The Minister of Communications has announced the Government's decisions and released the associated Cabinet Policy Committee Minute of Decision.

Discussion Paper
Broadband Wireless Access (BWA) is increasingly being viewed as a viable alternative to wired and cellular broadband delivery. This paper considers recent developments in BWA technology and the current allocation of spectrum suitable for its deployment. It solicits the opinions of broadband wireless vendors, operators, suppliers, users and other stakeholders on the policies and processes by which such spectrum could in future be allocated.

This paper seeks agreement to the allocation of radio spectrum suitable for broadband wireless access (BWA) services, including approval for an auction in the 2.3 GHz spectrum band.
Cabinet paper - October 2007
This paper makes recommendations on policies for the auction of radio spectrum in the 2.3 GHz and 2.5 GHz bands, which are suitable for wireless broadband, and makes recommendations concerning Maori interests in this spectrum.
