- We propose to make a copy of the Market Dynamics report available on our web site, together with a copy of this briefing paper.
- Radio spectrum competition policy will continue to be an item on the work programme in 2003/2004. The focus of this work item will be to consider further the recommendations made under themes A-D. Consideration will be given to commissioning a study on spectrum withholding and the secondary market. In addition, the work programme will provide advice on the 3G spectrum cap that is due to expire in early 2004 and on any new caps for auctions held in 2003/2004.
- An industry workshop on radio spectrum competition issues will be held in the near future (probably the final quarter of 2003).
- Market Dynamics' recommendations under themes E and F will be carried forward under various other work programme items as appropriate.
- Recommendations under themes G, H, I and J are noted but will only be considered when the relevant issue comes up for review. In particular we do not propose to use the combinatorial method for any auction held during the next few years.
- Recommendations under theme K (rights in perpetuity) will not be considered any further.
