Competition safeguards (ARCHIVED)

As part of its ongoing work programme, the Ministry has been interested in how competition safeguards for spectrum rights have been working, including the operation of the secondary market. Earlier this year the Ministry commissioned a report from Australian firm, Market Dynamics, to assist its thinking on these issues.

In particular, the Ministry was interested in overseas experience, especially in Australia. Please note that the views expressed in the report are those of the authors' and do not necessarily reflect the views of the Ministry or other government agencies, such as the Commerce Commission. The report is presented not as policy but with a view to inform and stimulate our ongoing programme of engagement with industry.

As part of that programme of industry engagement we are planning to hold a workshop on competition issues towards the end of 2003. We would be interested to receive any views on the idea of a workshop on this topic.

To facilitate access to the Market Dynamics report, we are making a copy available together with the Minister's briefing we have prepared on the report.
