What is LII?
LII (Licensee Interference Investigation) is a new option allowing you the choice to manage your own interference – and receive an additional 10% discount on the Annual Administration Fee, when paid online.
Can anyone sign up for Licensee Interference Investigation (LII)?
Anyone with an eligible licence can sign up for LII. An eligible licence is:
- a radio licence,
- a spectrum licence for which the Crown is the manager except for a licence that is described on its face as ‘Other < 10 dBW (Spectrum)’, ‘Other > = 10 dBW & < 20 dBW (Spectrum)’, ‘Other > = 20 dBW & < 30 dBW (Spectrum)’, or ‘Other > = 30 dBW (Spectrum)’
How do I sign up?
LII is available through RSM by completing the online form.
What if I have more than one eligible licence?
The LII choice includes all the eligible licences under your client ID. You don't need to make the choice for each licence separately.
What if I want to make the choice for some, but not all, of my eligible licences?
You can't. It is an all or none choice for the licences under that client ID.
What if I have more than one client ID with eligible licences?
You do need to make a choice in respect of each client ID. It does not have to be the same choice.
When does my LII entry choice take effect?
For a new licensee making the choice at the time of paying initial administration fees, the choice is effective from the time the licence is issued. For all other licensees the LII entry choice is effective from your annual renewal date.
How do I resume having RSM investigate interference for me?
By requesting RSM do an interference investigation for one of your eligible radio services. Note that your obligation to repay the proportional part of the discount received for LII applies from the date of your complaint to RSM.
Does LII give me the authority to require anyone to cease using interfering equipment?
No. Participation in LII does not give a licensee any additional legal authority.
Do I have to have legal authority to ask the person responsible for causing interference to my radio service to fix the problem?
No. In most cases cooperative resolution of interference problems can be achieved without the need for legal action
What do I do if my investigation finds the interfering source, and the owner will not cooperate in resolving the problem?
If you provide an interference investigation report to RSM, identifying the source and the person responsible, RSM will enforce the required resolution. This does not affect your LII choice and discount.
What happens if my interference investigation report doesn't provide sufficient evidence for RSM to pursue enforcement action?
RSM will advise you if further evidence is necessary. You may choose to continue the investigation to provide the information needed, or you may opt out of LII by asking RSM to conduct the investigation.
Does RSM provide any guidance on interference investigation?
Yes. There is information on the processes of interference investigation available on the RSM website. The Guide is best suited for people with some knowledge of radio theory and propagation.
Does RSM lend or hire out technical equipment, or conduct training for interference investigators?
No. However, RSM may be able to provide some technical advice relevant to investigation work.
How do I inform RSM who is my contact person regarding LII?
Please identify who your nominated LII contact person is by updating your client details in SMART.
- Select the Client Maintenance menu
- Select Update Client
- Enter your Client Key and Password related to the client number above
- Select ADDRESSES & CONTACTS button
- Select ADD CONTACT
- Select a Contact Type of Interference (LII)
- Complete the remaining details
- Select SAVE and then EXIT.
