Spectrum engineering (PIB 39)
The Ministry has published rules in a Public Information Bulletin, PIB 39, that Approved Radio Engineers (ARE) must take into account when certifying spectrum licences for registration in Crown management rights. The document includes discussion on regulatory, policy and engineering issues relating to spectrum licences in Crown management rights, some of which may be appropriate for reference in relation to private management rights.

Proposed revision
PIB 39 (issue 3) Draft - 29 March 2008 [347 kB PDF]
Since the publication of the last draft revision of PIB 39 dated 27 November 2007 and the workshop held 3 December 2007 there have been further changes made. The changes have resulted from consultation with industry and within the Ministry. There are significant changes in sections 1.17, 2.4, 2.5 and 2.11 (last paragraphs), and minor ones throughout the document. The PIB is still being reviewed and is hoped to publish the PIB 39 Version 3 shortly.
In the meantime please note that any further suggestions received regarding PIB 39 should be sent to David.Robinson@rsm.govt.nz, and will be considered.
