PIB 39: Spectrum licence engineering rules for crown management rights

Public Information Brochure 39 (PIB 39) provides guidelines to engineers for the certification of spectrum licences in management right spectrum owned by the Crown

The updated PIB39 (Draft Issue 3 - 12 May 2009), document is now available and the Ministry is seeking further comment from industry prior to publication of the final document.

Comments are to be received by close of business Wednesday 24 June 2009. Feedback should be sent by email to radiospectrum@med.govt.nz or by post to:

Proposed revision

PIB 39 (issue 3) Draft – 29 March 2008 [347 kB PDF]

Since the publication of the last revised draft of PIB 39 dated 27 November 2007 and the workshop held 3 December 2007 there have been further changes made to the draft. Those changes have resulted from discussions at the Wellington workshop and within the Ministry. They included;

  • The renumbering of the document sections, e.g., Section One part 17 is now section 1.17;
  • The revision of section 1.17 Simultaneous Certification of Licences;
  • The revision of section 2.4 Compatibility Planning for Broadcasting Services;
  • The revision of section 2.5 Transmitters in Urban Areas:
  • The revision of the last paragraphs in section 2.11 Signal Strength Calculations: and,
  • A number of revisions in Section 3 Engineering Issues relating to particular Management Rights, and throughout the PIB marked in red or green.

These revisions and others are still being reviewed within MED and is hoped to publish the PIB 39 Version 3 shortly.

In the meantime please note that any further suggestions received regarding PIB 39 should be sent to David.Robinson@rsm.govt.nz, and will be considered.

The Ministry much appreciates the attendance of engineers and others at our PIB 39 workshops in Auckland and Wellington, and also the emailed and telephone information provided.
