8.5 Summary

169. This section summarises the proposed transition plans for each existing type of use.

Portable use

170. Services to generally relocate to 2.7 GHz or 7 GHz band(s) (or other suitable band under private arrangements) by December 2008.

171. Low usage density in limited geographic areas to operate in MSP spectrum until five year equipment life is reached. Longer term ISM band use may also be an option for users.

Camera mounted equipment

172. Provide a licence within the auctioned Management Rights to allow existing equipment (only) to continue until December 2010.

173. New purchases to operate in 2.7 GHz band (or 2.4 GHz ISM band).

Other camera equipment

174. Allow existing use until December 2008, then constrain use (analogue or digital) to the MSP(s) until December 2010; with a requirement to vacate the 2.5 GHz band and operate fully digital services in the 2.7 GHz band thereafter.

Helicopter based use

175. Operate existing equipment solely within the MSP(s) from December 2008. User coordination may be required and if a single user requires greater capacity some digital transmissions may be required.

176. Transition to alternative spectrum (2.7 GHz band) as soon as possible, but in any event before December 2012.

Question 9: Transition plan for the 2.5 GHz band
