Please find below a submission in response to the 2.3/2.5 Spectrum discussion document. You will note that the sender inadvertantly sent this through to me here at Te Puni Kōkiri (within the requested timeframe). I trust that this will still be considered.

Unfortunately due to the shortage of time, our response is a very rushed one.
As an equal treaty partner, and noting the convergence of technology we agree with others that the 2.3/2.5 GHz spectrum should be set aside for Māori use to:
- Promote and protect the Māori language and culture;
- Facilitate Māori participation in the knowledge economy; and
- Facilitate economic development for Māori.
We ask that the Crown does not regard its monetary contribution to Te Huarahi Tika Trust as a 100% fulfillment of its obligations to Māori.
Also we would like to see some kind of protection from monopolies and service providers (in the band) who might use the spectrum for delivery of services to non-Maori.
