Submission:
Consideration for an ‘Amateur Allocation in the 2.3 GHz band from 2.300 GHz to 2.302 GHz’
This amateur allocation is to be assigned under the existing Amateur GURL and denoted as per the PIB46 note 2: ‘These frequencies are, or may be, allocated for use by other services. Amateur operators must accept interference from, and must not cause interference to, such other services’
Reason:
To align with Microwave Amateur activity internationally at a frequency 2.300 – 2.302 GHz that is already allocated in most of the countries throughout the world because of its position within the spectrum. Most notably the low noise level which it provides being away from the ISM band 2.400 – 2.450 GHz
Expectations:
The Amateur service ‘To be allocated such an allocation’ would accept / respect any primary allocation assigned as per the commercial MED auction
Existing Amateur usage of 2.3 GHz to 2.45 GHz Worldwide:
Current ‘Narrow band’ Amateur allocations Worldwide are 2.302 GHz, 2.304 GHz and 2.320 GHz except for New Zealand / Japan which is 2.424 GHz. This has caused incompatibility with international communication, and is seen as unacceptable to the international Amateur Community which does not tend to use this latter frequency because of the frustrating noise levels. This in turn disadvantages New Zealand Amateurs worldwide
Current Amateur usage of 2.396 GHz to 2.450 GHz internally:
The Amateur community in New Zealand uses 2.424 GHz as a primary ‘Narrow band allocation’. This is within the ISM allocation from 2.400 GHz to 2.450 GHz. Because we have no wish to lose this band, this allocation is acceptable despite the prolific ISM noise within the main centres of activity
Recent accounts of activity from the “Australian Amateur
Community” on 2.302 GHz: It has been documented that ‘Digital communications’ between Europe and Australia have been achieved utilizing the 2.3 GHz band using ‘advanced amateur digital software’ via the moon. It is noted that in Australia, as in most parts of the world, the 2.300 GHz to 2.302 GHz spectrum is available for amateur usage
Neighbouring Bands and Usage:
As per the MED /RSM auction we consider an ‘Amateur allocation’ in the 2.300 GHz to 2.302 GHz frequencies to be vitally important for the New Zealand Amateur community. It is envisaged that any effect Amateur Radio will have on the commercial occupant will be negligible. And also to provide a guard band associated / adjacent to the existing commercial occupant Kordia (2265.5 to 2.300 GHz)
