Policy objectives

There is a variety of policy objectives underlying licence agreements, with little commonality (see para 2).

It is noted that a small minority of broadcasters exploit loopholes in their licence agreements to minimise administrative and financial costs ― observing the ‘letter of the law’ rather than the intention of the pertinent policy.

There is, therefore, justification for including in the preamble to an agreement the objectives of the policy under which the agreement is made. This is stipulated in the attached licence agreement template (Attachment 1) and the policies in question are listed in the glossary under ‘Broadcasting policies’ (Appendix 2).
