Governance requirements

There is an equal variety of “ownership” terms and conditions, with little commonality, particularly in the area of non-commercial broadcasting administered by MCH ― for example, for student radio, access radio or other non-commercial radio.

There may be some justification for revisiting ownership definitions, so that where, for example, ‘locally owned and operated’ is specified, identical wording is used by agencies in drawing up licence agreements. Draft governance definitions are listed in the glossary under ‘Ownership’ (Appendix 2).
