Implementation conditions

There is a variety of implementation conditions that may be specified in licence agreements. For example, use or lose – a requirement that the broadcasting operation commence within a specified period from (usually) the granting of the licence, in order to ensure that unused spectrum is not withheld from the market.
It is proposed that all new Crown licence agreements should include a ‘use or lose’ condition and that the specified period for implementation should be one year, this being considered a realistic period within which to establish a radio or TV station.
