Terms and conditions [statement that the broadcaster is required to comply with the terms and conditions in PART B]

Broadcasting codes of practice
[statement that the broadcaster will comply with the pertinent BSA codes]

Implementation [statement that, as a minimum requirement, a broadcasting service must be provided within one calendar year of the commencement of the licence, transmitting a minimum of twelve hours’ programming for seven days per week]

Records
[definition of the records to be kept by the broadcaster as evidence of compliance]

Annual report
[statement that the broadcaster is required to provide an annual report and financial statement that supplies verifiable evidence of compliance with PARTS A and B, in the form set out in Appendix 3].

Compliance audit [statement that the managing agency may conduct a compliance audit of the broadcaster’s operations at any time without notice]

Complaints

Policy statement
[statement of the policy or policies governing the granting of the specific licence type]

Governance
[who may own or control the broadcasting licence; disclosure of the names of trustees, directors and shareholders; disclosure of parties with a financial or controlling interest in the licence or broadcasting operation; conditions governing transfer of ownership, etc]

Revenue
[statement of the types and amounts of revenue that are permitted under the agreement]

Content [statement of the types, duration and quality of classes of content that may be broadcast under the agreement, in the order:

  • local content, where required
  • language, where required
  • national / New Zealand content, where required
  • international content, where restricted
  • news, weather and sport, where required
  • music, where required]
