Alignment of Crown Broadcasting Licence Agreements
In March 2009 a discussion document Alignment of Crown Broadcasting Licence Agreements was released to industry stakeholders. The discussion document contained proposals for updating and aligning Crown broadcasting licence agreements for non-commercial, Iwi and local commercial radio broadcasters, in order to enhance administrative efficiency and improve monitoring and enforcement processes.
A total of 17 submissions were received in response to the discussion paper. Pdf versions of the submissions can be viewed here.
Officials have analysed the submissions, which were largely in favour of the proposals contained in the discussion document and have now completed a new Licence Agreement. It is considered that the new Agreement achieves the objectives of this process, while addressing many of the issues raised in the responses to the discussion paper.
The Ministry for Culture and Heritage, Te Puni Kokiri, and the Ministry of Economic Development will contact Iwi, non-commercial and local commercial broadcasters respectively to implement the new licence agreements as part of the arrangements for issuing new licences to replace the current licences that expire in April 2011.

Crown Licence Agreement for Broadcasting
The Licence Agreement is in two parts: Schedule 2 contains the standard provisions for all local commercial, non-commercial and Iwi licences whilst Schedule 1 contains licence specific provisions. The Schedule 1 on this website will apply to local commercial broadcasters only. A different Schedule 1 will apply for non-commercial and Iwi licence holders.
