Transfer a radio licence

Radio licence transfers

You can transfer your radio licences to another other party at any time as long as your licences are current. Some conditions may apply.

Spectrum licences are transferred using a statutory form (Form 9).

Both parties are required to complete the radio licence transfer process online in SMART.

Both parties will need to:

  • have their User Name and Passwords handy
  • know the radio licence number (s) that is being transferred.


If you are not an RSM client or do not have a User Name and Password, phone 0508 RSM INFO (0508 776 463) for help. Alternatively, you can complete our online client request form. You must have an email address to receive your activation code and to receive transfer notifications.

Meaning

  • The current licence holder is the Transferer.
  • The receiver or proposed licence holder is the Transferee.

Request radio licence transfer - transferer

1. Logon to SMART with your Username and Password.

2. Select Request Radio Licence transfer from the Manage Licences menu.

4. Select Search Client to find the client you want to transfer your licence(s) to.

The Client search screen results. Enter the client details using any of the search options below. A search by Organisation has been used in this example.

  • Select Search

Note: A client search by client number will return only that client. Using the Organisation, Person or Billing Name search option will result in a list of available clients.

  • Select the radio button next to the client number you want to choose.
  • Click Select.

6. The Request Licence Transfer screen results with the New Licence Holder details and your list of current licences in licence ID order.

  • Tick the transfer box of the licence(s) you want to transfer
  • Select Request Transfer.

7. A pop-up box will result asking if you want to proceed with the transfer.

  • Select OK to continue with the transfer.

Things to Note:

  • The licences being transferred are ticked. The transfer box is greyed and not selectable.
  • The client number for the licence transfers shows in the New Client column. You can select the hyperlink to view the client details.
  • Transfers that are not confirmed within one month of being initiated will revert back to the current licence holder.
  • Where a licence has one or more associated licences, they will be listed below the primary licence. The transfer process will transfer all associated licences.
  • This is the end of the transfer request process unless you want to Withdraw Transfer.

Confirm radio licence transfer – transferee

You will receive email notification when the licence transfer requests(s) have been completed by the current licence holder. You can then logon and complete the licence transfer(s).

Note: An email will be sent to you for each individual licence transfer request.


1. Logon to SMART with your Username and Password.

2. Select Confirm Radio Licence transfer from the Manage Licences menu.

3. The Outstanding Transfer Requests screen results with a list of radio licence transfers that require your confirmation. The licences are displayed in licence ID order.

  • Select the check-box for the licence numbers you want to transfer.
  • Select Confirm Transfer.

Things to Note:

  • SMART will calculate annual fees if they are due. The fee may be pro-rated depending on your billing month.
  • If there are fees to pay the Fees Due column will display Yes. The transfer will occur immediately the fees are paid.
  • If there are no fees to pay, the Fees Due column will display No. The transfer will occur immediately you select Confirm Transfer.
  • You may have outstanding transfers from more than one Current Licence Holder. These will display in the Current Licence Holders in the column.
  • You can select the Decline Transfer button if you do not want to accept the transfer.
     


4. A pop-up box will result asking if you want to proceed with the transfer.

  • Select OK to continue with the transfer.

5. The Fee Payment screen results.

  • Select your payment method from the Payment Options drop down box.
  • Select Continue.

Note: A credit card is used in this example. For more information about payment options, please read Pay for licence fees.


6. The Card Payment Details screen results.

  • Enter your card details.
  • Select Submit

7. The Fee Payment screen will result with the details of your transaction. You may wish to save or print this screen to match to your credit card statement.

  • Select Continue

8. The Outstanding Transfer Requests screen results advising the status of your transfer. If you have further transfers to complete, these will be listed under the Current Licence Holder column.

  • Select Exit

9. When your transfer(s) have been completed you will receive email notification confirming the details.

10. View your licences by selecting Search Licences icon from home page

  • Select Search.

  • Select the licence ID hyperlink to view the licence in detail.

Withdraw radio licence transfer – transferer

You can withdraw your radio licence transfer(s) at any time up until the transferee has confirmed the transfer.

1. Logon to SMART and follow steps 1, 2 and 3 above for Request radio licence transfer – transferer.

2. The Request Transfer screen results. The option to withdraw the transfer(s) is available from this screen.

  • Choose the licence numbers you want to withdraw by selecting the Withdraw check-box.
  • Select Withdraw Transfer.

3. A pop-up box will result asking if you want to withdraw the transfer request(s).

  • Select OK to withdraw the transfer.

4. The Request Licence Transfer screen results with a message advising your transfer request(s) have been withdrawn.

Things to Note:

  • You can withdraw single or multiple transfers in the same transaction.
  • An email notification will be sent to the proposed licence holder advising the transfer has been withdrawn.
  • The Withdraw check-box is no longer available
  • The licences are available to transfer again.
  • The client number no longer appears in the New Client column.

Withdraw radio licence transfer – transferee

The current licence holder may withdraw the licence transfer(s) at any time prior to you confirming the licence transfer. If the licence transfers are withdrawn you will receive an email notification similar to the example below.

Decline radio licence transfer - transferee

You can decline the radio licence transfer(s) at any time unless the current licence holder withdraws the licence transfers.

1. Logon to SMART and follow steps 1, 2 and 3 above for Confirm radio licence transfer–transferee.

4. The Outstanding Transfer Requests screen results. The option to decline the transfer(s) is available from this screen.

  • Choose the licence numbers you want to decline by selecting the check-box.
  • Select Decline Transfer.

5. A pop-up box will result asking if you want to decline the transfer request(s).

  • Select OK to decline the transfer.

Things to Note:

  • You can decline single or multiple transfers in the same transaction.
  • An email notification will be sent to the current licence holder advising the transfer has been declined.
  • The licences have been removed from your Outstanding Transfer Requests list.

Decline radio licence transfer – transferee

The proposed licence holder may decline the licence transfer(s) at any time unless you withdraw the licence transfers. If the licence transfers are declined you will receive an email notification similar to the example below.
